How do I apply a filter to a part of mu image?

I want to be able to blur some backgrounds on some wedding photos. They've got all sorts of stuff (light switches and funny wallpaper) that I don't want.

I want to blur just the background but not my sister and new husband.

I've tried using the finger smudge tool but that's not really what I want... I'm sure the blur filter would do it, but I don't see how to fix an area.

You must use your selection tools.

Use the magic wand or freehand lassoo to draw around the area you want to affect.

Then, only the selected area is processed. This happens whether you apply a filter, or use an of the tools like the finger.
