All of the examples below use two layers, containing the same image.
The upper image has usually been manipulated in some way, and the
blend mode between the two images is set to something interesting
Step 1:

- Take one image
- Copy it, and paste as new layer (Ctrl-C and Ctrl-L)
- Turn off visibility for the lower layer, and apply Colours, Negative
to the upper layer.
- Then apply a heavy Gaussian Blur to the top layer.
- Turn on visibility for the lower layer
- Set the blend mode between the layers to Luminance

- Each of the above samples, were created by simply changing the blend mode.
- My personal favourite by a long way is the "Dodge" version.
