Step 1:

So, you have your over-exposed image
Copy the whole image and paste it back as a new layer (Ctrl-C and Ctrl-L)

Step 2:

Now set the overlay control on the top layer to "multiply" (it should be "normal")
Your image should come through with a much better exposure.
