- Start with a photographic image
- Make a copy of the image. (Shift-D)
- Resize the copy to a small image. This image really ought to be an
exact fraction of the original. More than that, it needs to be at least
one tenth the size, preferably more.

- On the original image, select Image, Others, Mosaic.
- Set the mosaic size to the exact same size as your shrunken image
you've just made.

- Create a new layer
- Select the Fill Tool in Patterns mode.
- Select your reduced image as the pattern to fill with
- Fill the new layer.

- The image above is a close-up of one part of the resulting
image. To achieve this:
- Switch the blend mode to darken, lighten, multiply or
whatever suits your image best.
- Adjust the opacity of the newly painted layer until you
have the look you want.
- You can also try swapping the order of the two layers to achieve
a different effect.
- The more adventurous can try working with a greyscale miniature
and using the original to colour it. There must be a bunch of other ways you
can put these together too.

Note: Obviously this kind of effect works best on large images. The larger
the better. In turn, this means you miniature image can also be much larger.
Try it on as big a picture as your machine will bear.
